Notification of Annual Administration of the 
English Language Proficiency Assessments for California (ELPAC)

Each school year, state and federal laws require all California school districts to administer an annual English language assessment to students who have a background in a language other than English and are currently identified as English learners. The purpose of the English Language Proficiency Assessments for California, or ELPAC, is to assess and monitor the development of the students’ English proficiency in the skill areas of Listening, Speaking, Reading, and Writing. 

How the results are used:

The ELPAC is only one measure that teachers and school administrators use to make decisions about the classification of English Learners. It’s important to note that to be reclassified to Fluent English Proficient (FEP), students must meet the minimum requirements determined by the State of California and the criteria established by the district. 

For consideration of eligibility, students must meet the Reclassification Criteria which includes, but is not limited to:

  1. English language proficiency in listening, speaking, reading, and writing as demonstrated on an English language proficiency assessment;
  2. Proficient levels of performance on California standardized and/or local assessments in English Language Arts;
  3. Teacher evaluation of language and literacy skill development in the classroom and concurrence with a recommendation to reclassify; and
  4. Concurrence of parent/guardian with the recommendation to reclassify.

Annual Progress Monitoring – ELPAC Summative

The 2021-2022 ELPAC Summative Assessment will be administered at your child’s current school of attendance during the month of March.   If you have any questions concerning your child’s annual assessment, please contact:

*If you received this notification and your child was reclassified as FEP (Fluent English Proficient) earlier this year, they will NOT take the Summative Assessment in March.
